Chapter · I · The Candidate

Meet David Morse.

David Morse is an Assistant United States Attorney in the District of Idaho. Every day, he prosecutes serious federal crimes — drug trafficking, firearms offenses, fraud, and identity theft — to keep Idaho families safe.

Before joining the U.S. Attorney's Office, David served as a Deputy Attorney General in Idaho's Special Prosecutions Unit. There he prosecuted public corruption, insurance fraud, and violent crime, holding both government officials and private citizens equally accountable under the law.

David has handled complex felony cases across trial and appellate courts, including arguing a nuanced legal issue before the Ninth Circuit Court of Appeals. This depth of courtroom experience has given him firsthand knowledge of the constitutional and legal principles a judge must apply every day.

He earned his law degree from the University of Idaho and has been licensed to practice law in Idaho since 2016. David also served in the U.S. Marine Corps as an Intelligence Specialist, Imagery Analyst, and Arabic Linguist — service that instilled the discipline and integrity he brings to every case.

David is an active member of the Idaho State Bar and has served on the Professional Conduct Board since 2019. He has participated in professionalism and ethics initiatives that promote civility and high standards of practice. He is committed to the respectful treatment of every Bar member and every person who appears in court.

David has spent his career in trial and appellate courts, prosecuting serious crimes and handling complex legal questions. He has managed heavy caseloads, navigated intricate evidentiary issues, and argued before both state and federal judges.

In the Special Prosecutions Unit, David held public officials and private citizens to the same standard. He believes no one should be above the law. As a judge, he will carry that principle into every ruling.

Fairness and Respect

David will listen carefully, ensure both sides are heard, and apply the law consistently. People should leave court — even when they lose — knowing they were heard and that the judge followed the law.

About the Fourth Judicial District.

The Fourth Judicial District is a state trial-court district serving Ada, Boise, Elmore, and Valley counties. It includes communities like Boise, Meridian, Eagle, Kuna, Mountain Home, McCall, Cascade, and the surrounding rural areas that make Idaho unique.

This is one of Idaho's fastest-growing regions. The district handles a large and diverse caseload: serious criminal cases, civil disputes, family law, and juvenile matters. The decisions made in this court affect everyday life — public safety, families, property, businesses, and the community's trust in the justice system.
